When escaped prisoner Redallek Castonar goes on the run in the war-torn city of Tetranal, he finds himself in the pleasure-house of Councillor Jarrod Tetran. Unaware that Redallek has made a blood-promise with the rebel factions to kill him, Jarrod is instantly attracted to the man. Although Redallek is determined to complete his mission in order to gain his freedom, he soon discovers his new master is not quite the man he expected.

Meanwhile, Jarrod is planning to take the ruling Council captive and to begin a negotiated peace with the rebel army. Both Redallek and Jarrod are determined to fight for freedom and peace, but in two very different ways. Will their differences drive them apart or can they find a way to work together for the good of their country? Even if they do, will the passion springing up between them lead to victory or defeat?

Redallek Castonar is a rebel with a cause and a mission - Councillor Jarrod Tetran. Held prisoner for three years, Redallek had been promised freedom in exchange for taking the life of the Councillor in a bitter war between the haves and the have-nots.

In many ways this is a dark and bleak story. Both men have roles to fill, although I would have loved to have learned more about Redallek's like before he had become a prisoner. Jarrod is entitled, rich and yet used to bucking the family system. Both men have a strong sense of what would be best for their city, but neither man alone was able to accomplish their goals.

This was not a romance story in the established sense. Yes, the two men had an almost instant attraction but that was a very small part of the book. The ending was more HFN than HEA and I felt myself wishing there had been more.

For me, the problem with the book was that this was a world I knew nothing about, and I didn't know a lot more when I had finished the story. I wondered initially if the book was historical, given that there was an established cast system among the people. But the use of hand-coms and futuristic weaponry put paid to that idea. I concluded that it was more sci-fi/steam punk/not sure.

The storyline is interesting, and the writing is excellent. But after reaching the end of the book and having more questions than answers, I can only wonder if this is part of a serial.
